San Juan approves first reading of voluntary annexation for 3.03-acre tract on Stuart Road

The City Commission voted to approve the first reading of a voluntary annexation petition filed by Tayshia Group LLC for a 3.03-acre tract identified as Lot 12, Stuart's Addition to Conway Gardens. The property is located approximately 600 feet north of Paul Acres Road on the west side of Stuart Road, planning staff said.
Monica Gomez of the planning department told commissioners the petition packet includes the applicant survey, legal description and resolution and that staff recommends approval of the first reading. Gomez noted that a prior resolution (No. 2025-19) accepted the petition and set required public-hearing dates.
During the public hearing, a resident raised concerns about topography and sewer infrastructure near the proposed annexation area, saying elevations near a pump and the direction of sewer flows could place additional stress on existing systems and cause odors if capacity is increased. The resident urged commissioners to consider those infrastructure factors before finalizing annexation-related development plans.
Commissioners closed the hearing and approved the first reading; the approval was recorded by voice vote with commissioners saying "aye." The annexation will proceed through normal ordinance adoption and subsequent implementation steps, including any engineering or utility assessments tied to development of the tract.
