Board approves carryover of FY2025 school deficits and surpluses; three-year payback requirement for schools in deficit

Superintendent Brenda Cassellius and Nick Sinram, director of financial planning and budget services, presented the carryover list and explained that the line-item figures shown are discretionary budgets excluding salaries and benefits, often referred to as section 3 budgets.
Sinram said charter schools have different contractual flexibilities and frequently carry forward larger balances; those charter carryovers are typically budgeted in the following year's plan. For traditional (non-charter) schools the administration noted a $5,000 cap on carryover amounts. The administration said common drivers of deficits included class coverage costs, contracted services, operational supplies, facility needs and professional development.
