The Orange County School Board on an evening meeting certified a closed session and approved several administrative actions, including personnel appointments and separations, a pupil release request, an overnight student trip and a contract to recruit and license up to four teachers.
Board members voted 4-0 on the closed-session certification and recorded unanimous approval for the personnel and pupil personnel actions presented in closed session, the consent agenda (minutes, financial reports and monthly operating bills), an overnight field trip for the school’s Technology Student Association and a contract with university instructors to recruit and license up to four teachers for specified openings.
The closed-session motion cited Virginia’s Freedom of Information Act, specifically Code of Virginia § 2.2-3711(a), authorizing discussion of personnel matters and pupil personnel matters. After returning to open session, the board certified by roll call that the closed meeting had conformed to the statute; Chairperson Miss Anderson, Miss Dawson, Miss Harrington and Mister Rickett each recorded “Aye.” The clerk recorded the certification vote as four yes votes and no no votes.
The board then approved personnel actions described as employment, rescinding employment, termination, resignation and coaching appointments; those items were presented in closed session and approved by voice vote.
On pupil personnel, the board approved request PP-2025-12 for release from compulsory attendance under a religious exemption, as presented in closed session. The motion to approve the pupil request passed by voice vote.
On routine business, the board approved the consent agenda, which included minutes, financial reports and monthly operating bills; the motion carried 4-0.
The board approved an overnight trip request for the Technology Student Association (TSA) to attend a leadership academy in early November. The motion was made and seconded at the meeting and approved by a 4-0 vote; meeting comments noted the administrators were finalizing location details.
Finally, the board approved a contract with university instructors to assist Orange County Public Schools in recruiting, creating licensure pathways and retaining up to four teachers. The contract targets openings including two positions at Gordon Barbour (as stated in the meeting), one early-childhood position and one reading-specialist position. The motion to approve the contract carried 4-0.
No member recorded a dissenting vote on any of the motions reported at the meeting. Several approvals occurred by voice vote after motions and seconds were made in open session; the closed-session certification was recorded by roll call as noted above.
The board did not provide additional public detail in open session about individual personnel cases that had been considered in closed session, consistent with the closed-session motion’s citation of the Code of Virginia exception for personnel and pupil matters. The board’s formal actions were limited to the motions recorded on the agenda and described above.
