SBMA presenter outlines policy‑update service; board seeks follow‑up materials

Jill Turgeon, representing the SBMA policy services program, told the Orange County School Board that SBMA provides twice‑annual legislative policy updates, a five‑year review cycle for local policies, and access to a policy specialist to help interpret statutory requirements.
Turgeon said SBMA’s May delivery contains the bulk of legislative changes that take effect July 1 following a regular General Assembly session; a November delivery covers special sessions and other off‑cycle changes. She said each delivered policy packet includes redlined updates, links to the cited state code, and a short summary note explaining reasons for substantive changes.
Turgeon told board members the service limits its recommendations to what state code requires; she said SBMA does not insert its own policy preferences and advised divisions to consult their attorney for legal questions. Board members asked how SBMA is funded and whether it provides district referrals; a board member identified SBMA as a 501(c)(3) nonprofit during discussion and asked for written samples and references. Turgeon agreed to email the board copies of the presentation and sample redlined policies and said SBMA can provide a list of divisions it has served.
Board members and staff discussed membership structure and advocacy. Turgeon said individual board members may hold memberships and that a “friends” category can include private citizens; she said SBMA’s policy work is grounded strictly in state code and in governance training for board members.
Board members said they would review the materials and follow up with Turgeon after receiving the emailed presentation and policy samples.
