Committee moves ordinance to remove term limits for Human Rights Commission members

Cuyahoga County’s Human Resources Employment and Equity Committee on Oct. 21 voted to advance Ordinance 20250006, which removes the two-term limit for members of the commission on human rights while leaving individual terms at two years.
Trevor Mackler, county council staff, said the ordinance was sponsored by Council President Miller and Councilman Shepherd after members of the Human Rights Commission requested the change. “The ordinance before you would eliminate the 2 year term limits that is in the current county code related to the human rights commission members,” Mackler said. He explained the commission has three members and that all three must be licensed attorneys under the existing code.
Mackler said the appointing authority is the county executive, with confirmation by County Council, and that members are volunteers who do not receive pay. Committee members clarified that the ordinance would remove limits on the number of two-year terms a member may serve but would not eliminate the two-year term length itself.
One council member noted that without the change an incumbent nearing the end of a second two-year term would be ineligible for reappointment; committee members supported the change and asked to have sponsors’ names added. The committee approved the ordinance to advance to a second reading; the committee did not record any opposition on the voice vote.
The ordinance will return to the full County Council for subsequent readings and final action.
