BEAVER COUNTY, Pa. — At its Oct. 23 public meeting the Beaver County Board of Commissioners approved a slate of routine agenda items by voice vote and accepted a solicitor recommendation on a package of resolutions.
Key votes and outcomes “at a glance”: - Approved the Oct. 9, 2025 public meeting minutes; Oct. 8, 2025 work-session minutes; and Oct. 15, 2025 work-session minutes. Voice votes passed with “Aye. Motion carried.” - Approved payment of the county’s bills as presented. Voice vote passed. - Approved the Human Resources personnel report (Attachment A). Voice vote passed. - Appointed Anne Brandt of 1125 Seventh Avenue, Beaver Falls, Pa., to the Mental Health and Intellectual Disability Advisory Board for two consecutive three-year terms commencing Nov. 1, 2025 and expiring Oct. 31, 2031. Motion carried by voice vote. - Solicitor Morgan presented resolutions numbered 102325-01 through 102325-21, prepared by the law department, and recommended a motion approving them “contingent upon my office’s review of the controller’s concerns as it relates to the wording of 9 and 10.” A motion to approve as presented was made, seconded and carried; the approval was recorded as contingent on the solicitor and controller resolving the wording discrepancy on items 9 and 10.
Procedural notes: Most motions were moved and seconded without individual mover/seconder names recorded in the public minutes and were adopted by voice vote. The meeting record shows the solicitor asked the commission to approve the resolutions contingent on resolving controller concerns; commissioners voted to approve on that contingency.
Background and next steps: The commissioners instructed the solicitor’s office to review the controller’s concerns about the wording of resolutions 9 and 10 specifically and to provide clarification to the board. No further public debate of those resolutions occurred at the Oct. 23 voting meeting; any changes arising from the solicitor/controller review would be addressed before finalizing the resolutions.
