Harlem School Board approves estimated 2025 tax levy, routine contracts and consent items

The Harlem Consolidated School District Board of Education on Oct. 14 approved an estimated annual 2025 tax levy and a series of consent and action items, including small contracts for tutoring and facility upgrades and acceptance of the district's payroll and payable totals.
Board Treasurer Mister Ryan reported district expenditures for the period and the board moved to accept the financials. "The payables this period were $1,459,730.36," Ryan said during the meeting. He reported two payrolls totaling $7,244,891.72 and a combined total expenditures figure of $8,704,622.08 for the period presented.
The board approved a set of routine personnel and operational items under the consent agenda. The personnel agenda and addendum — which the board described as including three transfers, three employments, and 11 resignations, five of which were retirements — passed on a roll-call vote. The board also approved student travel requests (including Theater Fest travel Jan. 8–10) and several facility use requests for district venues.
On specific contracts and action items, the board approved: - A resolution declaring surplus property at the Harlem Administration Center, the middle school and Olsen Park (action item 12a). The resolution passed by roll-call vote. - Acceptance of the July 2025 treasurer's report (12c). - An independent contractor agreement with Janice Bubnack to provide tutoring services for Rockford Lutheran School students for the 2025–26 school year, at a total cost of $4,590, to be paid with ESEA Title I funds (12d). - An agreement with Thayer Energy Solutions to update exterior lighting at Ralston Elementary for $3,241.01 (12e). - An agreement for a Skyward cumulative student information system migration for $9,758 (12f). - Approval of the estimated annual 2025 tax levy (12g). Business staff explained the timeline for levy adoption and noted county estimates showing an increase in equalized assessed value; the packet attached to the agenda included a county estimate and a 10-year historical levy summary.
Board members cast affirmative roll-call votes on the listed action items. For the major finance approvals, board members recorded on the public record included Vice President Thompson; Board members McKnight, McKinney, Carlson and Johnson; and Secretary Meeks. The board approved the estimated levy under the timeline presented and indicated a formal levy adoption would be requested at the Nov. 17 meeting so it could be filed as required.
Other business on the consent or administrative agenda included approval of several community facility requests (an India Association event, a pop-up-in-the-parks event, a wrestling tournament and a dance company event), acceptance of the operations and fund-level expenditures included in the packet, and the appointment by consensus of Diane Johnson as the district's IASB delegate for 2025.
