The San Marino Unified School District Board of Education on Oct. 14 approved the annual developer-fee accountability report, which summarizes school impact fees collected and balances through June 30, 2025.
Business-services presenter Stephen Choi explained that developer fees are collected from new residential and commercial development to fund school facility construction and expansion. Choi said the state’s School Facility Fee Justification Report establishes baseline rates and that the School Allocation Board adjusts rates biennially.
For fiscal year 2024–25, Choi reported the district collected $174,456.52 in developer fees and closed the year with a fund balance of $1,195,884.13. He said the City of San Marino collects developer fees on the district’s behalf and transfers the receipts to the district. The report includes a five-year history of collections and balances and staff recommended board approval.
After brief clarification from board members about the five-year table and timing for rate adjustments, the board approved the accountability report by roll call vote. Choi noted staff will update the district’s justification report in 2026 to align with the state’s next rate revision.
No additional expenditures were approved under this item; Choi said developer-fee funds will be available to support Measure M projects as appropriate.
