San Marino Unified updates Measure M projects; district to seek lease-leaseback contractor and approve roof-repair contract

San Marino Unified School District officials told the Board of Education on Oct. 14 that Measure M bond projects are advancing through planning, procurement and early-design stages and that staff will seek several contract awards at upcoming meetings.
District Superintendent Dr. Dela Torre and bond program manager CJ Nolan said the district has completed requests for proposals for surveying, underground detection and geotechnical services and is drafting requests for qualifications for a California Environmental Quality Act (CEQA) consultant and a lease-leaseback contractor. Nolan said staff expects to bring recommendations for award to the board at a future meeting.
Nolan described two items on the Oct. 14 agenda that support quick responses to facility needs: a Garland dry-zone roof repair program intended to provide leak responses within 48 hours and to standardize warranty tracking, and a PQBids prequalification and bid-management service to help prequalify contractors and speed informal bidding for projects under statutory bid thresholds. Nolan said the roofing manufacturer would inspect repairs to preserve a 20-year roof warranty and that the PQBids service would help the district run smaller ‘Cupcut’ (prequalified contractor) procurements for projects under about $200,000.
Staff reported progress on early-impact site work: four playground manufacturers have surveyed all elementary playgrounds and will submit options for staff and board review within about two weeks; shade-structure vendors provided preapproved products for drop-off areas; and the design team has advanced site plans and will schedule user-group meetings. Nolan said the district has finalized a synthetic-turf recommendation for the next board meeting.
Nolan also said staff received a rough order of magnitude estimate to add permanent heating, ventilation and air-conditioning (HVAC) to the district’s two existing gymnasiums; in the presentation he described that estimate verbally as “2.02 and a half million dollars.” The transcripted phrasing was not numerically precise; staff characterized the figure as a rough estimate and said final scope and costs will come from design and contractor proposals.
During questioning, Nolan explained why staff intends to use a lease-leaseback procurement: the contractor would provide preconstruction services during design, review constructability, and later provide a guaranteed maximum price, an approach staff said tends to reduce change orders and enable closer contractor–district collaboration.
No formal Measure M decisions beyond the consent agenda items were taken at the meeting; staff said several Measure M contracts and recommendations will be returned to the board for action at future meetings.
Nolan and the superintendent reiterated that the district maintains a Measure M web page, a bond oversight committee that meets publicly, and an email/text alert signup for community updates.
