During department reports at the Oct. 21 meeting, police staff updated council on hiring, facility planning and technology improvements.
The police chief said officer ranks are fully staffed but the department will freeze one lieutenant vacancy and use the recruitment allocation to hire a detective focused on street-level investigations. Two positions became vacant recently and drew more than 150 applicants; recruitment is underway and the department expects to fill those vacancies.
Staff toured the Yuba City evidence facility to inform design for a new local evidence facility and are moving forward with internal design plans. The chief said the department’s new Community Connect online platform — an automated feedback and case-status tool for callers — is scheduled to go live in January after technical work and testing.
The department reported summer foot patrols and increased downtown presence and noted about 3,500 calls for service plus another 300 officer-initiated calls in a recent month — roughly 4,000 calls per month. Council members asked about homelessness and outreach strategies; the chief said staff are balancing enforcement with efforts that respect human needs.
No action was required; council thanked the chief for the report and requested regular updates on recruitment and facility design.
