City staff briefs commission on plan to unilaterally annex properties near South McCandless

ANDOVER, Kan. — City staff briefed the Andover Planning Commission on Nov. 4 about the city’s intent to unilaterally annex a portion of properties around South McCandless on the city’s eastern edge.
The zoning administrator said the council already approved a resolution of intent to pursue unilateral annexation and set a future public hearing (scheduled for later in the year). Staff said the mayor had signed the resolution of intent initiating the process. The staff briefing made clear this item was informational only for the commission — final action will be the governing body’s to take at its public hearing.
Staff stated the annexation would affect roughly 35 properties (about 34 residential parcels and one commercial parcel) and that property tax bills could increase by roughly $250 on average for affected residential properties, though staff added annual household costs for some residential consumers generally decrease after annexation because of municipal service changes. Staff also said notifications to property owners must be mailed within a statutorily defined window before the governing body hearing and that the city had not yet mailed those notices.
Commissioners asked whether staff had received public comment; staff said none had been received yet, but more comments were expected once notifications were mailed.
