ANDOVER, Kan. — The Andover Planning Commission on Nov. 4 recommended that the City Council annex 1904 East Central Avenue, rezone the property to the city’s SF‑1 (single‑family residential) district and approved both a preliminary and a final plat for a single lot covering the portion of the site before the commission.
City staff told the commission the owner plans to annex, plat and rezone the parcel so the existing single‑family home will remain on a single city lot. Charlie Brown of PEC, the applicant’s agent, answered commissioners’ questions and said the owner, identified in the record as Mr. Guthrie, intends to proceed with platting and rezoning after annexation.
Staff reported the site is consistent with the city’s comprehensive plan’s “traditional neighborhood” place type, has municipal water adjacent to the parcel and a city sewer line to the west, and that access will be from East Central Avenue. Staff also said the property is currently under County AG‑40 zoning and would be change to SF‑1 upon annexation and platting. Staff noted the parcel is served insufficiently for fire protection under current conditions only if additional structures are added; the International Fire Code allows the existing single dwelling to remain if no new structures are added.
The preliminary plat covers a single lot of approximately 38 acres of the larger property; the remainder of the larger holding is excluded from that plat. The plat shows an existing waterway identified in the staff report as “Reserve A” running through the southern part of the platted area that constrains layout and access. Staff recommended concurrent platting and dedications as part of the process.
Commissioner Gary Israel moved to recommend approval of rezoning case Z‑825‑0001 based on findings recorded in the hearing (findings 8, 10 and 12 in the staff summary); David Polley seconded. The commission voiced aye and the motion passed. The planning commission also approved motions to recommend annexation and to approve the preliminary and final plats for the Green Meadows (Green Meadows addition) parcel; the record shows motions and seconds and the chair declared each motion passed.
The planning commission’s recommendations and a written summary will be forwarded to the governing body for final consideration.
