City staff told commissioners the solicitation produced four responses and that the Audit and Investment Committee held live interviews before ranking Valley View highest. A treasury and finance representative said the committee recommended the award after reviewing presentations and past work for the city. “The committee recommends approval of the award of a 3 year contract for investment advisory services to Valley View Consulting LLC commencing 10/14/2025, and providing for 2 additional 1 year extension renewals upon agreement of both parties,” the presenter said.
The city described the annual fee as 0.02 percent (two basis points) of the average quarterly book value of the portfolio, subject to a fiscal-year maximum of $75,000. The presenter said the RFP generated four competitive responses and that panel interviews were used to differentiate the firms.
A commissioner moved to award the contract to Valley View; the motion was seconded and, following a voice vote, the motion carried for both the City Commission and the Public Utility Board.
