Planning & Zoning elects Shawna Verrett as chair and David Horwath as vice chair

At the conclusion of its Oct. 9 meeting, the Fair Oaks Ranch Planning & Zoning Commission elected Commissioner Shawna Verrett to serve as chair and Commissioner David Horwath to serve as vice chair.
Chairperson Bobby Barnes opened the nominations and said he would step down from serving another term; commissioners discussed transition, the workload associated with prior Unified Development Code work and the time commitment required of leadership roles. Several commissioners praised Horwath’s analytical work on the UDC and discussed a phased transition that would let a new chair learn the role with vice-chair support.
A motion to nominate Shawna Verrett as chair was made and seconded; the nomination carried unanimously. The commission then moved to recommend David Horwath as vice chair “until it’s selected at the first meeting of 26/27,” per the motion; that nomination also passed unanimously.
Commissioners and staff noted the expected workload for the coming year is lighter than during the UDC rewrite, although commission leadership and staff said they would prepare for the next comprehensive plan process anticipated in 2026–27. Chair Verrett will assume leadership duties immediately; commissioners did not set an exact date for a formal transfer of responsibilities beyond the meeting actions.
