Struthers City Council receives resignation letter, hears mayor’s report and holds executive session

Struthers City Council on Oct. 22, 2025 received a resignation letter from the city’s second-ward councilman, accepted routine financial reports and communications, and moved into an executive session to discuss pending or imminent court action.
The council voted to receive three communications submitted for the meeting: the Struthers City Auditor’s monthly statement and revenue reports for September 2025; a resignation letter dated Oct. 21, 2025 from the second-ward councilman identified in the meeting transcript as “Bridal a Carceli”; and the mayor’s written report dated Oct. 20, 2025. The motion to receive the communications was made and seconded and carried on a roll call vote with all members present voting yes.
Mayor Miller highlighted an entry in the mayor’s report about Amvets Post 44’s fifth annual chili cook-off, scheduled for Oct. 26 from 1 to 4 p.m. at 305 Elm Street. “There will be a Chinese auction and a 50 50 raffle,” Miller said. The mayor’s announcement noted the event as a community fundraiser.
John P. Brown III, who said he lives in Boardman Township and operates a business in Struthers, spoke during the public-comment portion and invited council members and residents to the cook-off. “All the proceeds from that chili cook off goes towards a 2 scholarships at Struthers High School for the vocational work, not not college but vocational,” Brown said. He said Amvets matches funds raised and described past scholarship recipients, naming one who pursued electrical work and another who trained as an aircraft mechanic at the Youngstown airport. Brown also stated, “I know for a fact a starting out electrician, if he wants to work or she wants to work, $90,000.”
The council also announced its Finance and Legislation Committee will meet Nov. 5 at 6:00 p.m. The law director reported no items for counsel.
Later in the meeting the council voted to go into an executive session “for pending or imminent court action.” The motion to enter executive session was made and seconded, the council took the closed session, then reconvened later in the meeting. No substantive details of the executive-session discussion were disclosed on the public record.
Council members then moved to adjourn. The meeting record shows routine motions — including approval of the Oct. 8, 2025 minutes — carried on unanimous recorded votes among members present. The meeting ended after the adjournment motion passed.
