Staff said they compiled slides showing site fits, post‑construction layouts, space‑program sizing for a four‑section building, and a comparison that showed a four‑section addition at Hickerson would cost more than 60% of new construction — a common benchmark for favoring new construction over additions.
Staff described the materials as draft; they said the budgets assume construction pricing for 2026–27 and warned inflation would affect costs if the project is delayed.
