Council approves $167,000 change order for England Acres Park Phase 3; sod quantities increased

The Tooele City Council on Oct. 15 approved Resolution 2025-81, ratifying Change Order No. 5 with Broken Arrow Construction for England Acres Park Phase 3. Parks and Recreation Director Darwin Cook told the council the change order primarily covers an increase in sod quantities discovered during construction and several accessibility and site adjustments.
Cook said the original contract allowed for 228,850 square feet of sod; final quantities increased to about 287,300 square feet, producing a quantity adjustment but no change in unit pricing for irrigation or sod. He identified the change-order total as $167,001.60, of which roughly $135,000 was for the additional sod. Other costs noted included additional sidewalk, ADA ramps and curbing associated with relocating the dog park and improving an ADA crossing at Seventh Street.
Cook said the project has been funded from the park-impact-fee fund and that city leaders had anticipated a quantity change and included funding in the new budget; he said the overall project budget should remain manageable though minor future adjustments may be required for items such as a backflow preventer.
Council members praised Cook’s work and discussed a planned ribbon cutting before the end of the month. Councilman Hansen moved to approve the change order; Councilman McCall seconded. The council voted 5-0 to approve the resolution.
