Tooele Council approves amendment lowering private-street pavement width to 32 feet with exceptions

The Tooele City Council on Oct. 15 approved Ordinance 2025-27, amending Tooele City Code section 4-8-2 to standardize private-street pavement widths at 32 feet and to add a formal exception process.
Paul Hansen, the city engineer, told the council the amendment corrects lingering code language that still referenced a prior 34-foot standard. "Two years ago ... pavement widths for local class streets could not exceed 32 foot," Hansen said, and the proposed change updates a paragraph that still showed 34 feet.
The ordinance sets 32 feet of asphalt with curb and gutter on each side as the standard for private streets but allows narrower widths if approved by the city council via a planned unit development (PUD), a residential special district (RSD), or other council action. Hansen also emphasized that no private street pavement may be narrower than the International Fire Code or Tooele City Code Chapter 3 fire-code minimums.
During questions, Hansen explained that the International Fire Code includes pavement-width requirements tied to access and hydrant locations and noted that the fire code can require widths no narrower than 26 feet where hydrants are served; narrower widths may be allowed at the fire marshal's discretion in some circumstances.
Councilwoman Manzione moved to approve the ordinance; Councilwoman Gochis seconded. The council voted 5-0 in favor (Manzione, Gochis, Hansen, McCall and Councilman Brady voting aye).
