He said hours will be 8 a.m. to 8 p.m. and that he is currently the only on‑site staff member, with billing handled by a subcontracted team. Newman said he does not expect more than two to three patients at a time during normal operations and that occasional community workshops—‘‘maybe once a month’’—could draw larger groups, but only rarely and with a cap he would set.
The application covers units B and C at the corner of Second Street and Willis Avenue; Newman clarified the primary entrance faces Willis Avenue. Trustees and village staff discussed parking options near the site. Trustees and the building superintendent, Mr. O'Keefe, noted municipal parking across Second Street, a lot by the Little League fields and nearby metered and garage spaces; the board described the proposed low‑volume use as ‘‘not a high impact’’ and said they did not foresee parking problems if the tenant enforces client parking guidance.
Deputy Mayor Sartori moved to approve the special use permit; Trustee Casado seconded. The vote was recorded as: Trustee Clark — yes; Deputy Mayor Sartori — yes; Trustee Casado — yes; Trustee Soloski — yes; Mayor Ferrer — yes. The motion carried.
The board advised Newman to work with the building department, particularly on signage and window coverings, to ensure all exterior work complies with village regulations. O'Keefe was identified as the contact for sign and building permit questions. Newman thanked the board; trustees welcomed the business to Mineola.
The decision allows Vitality Physical Therapy to proceed subject to routine building and signage approvals required by the village.
