The Montgomery City Council adopted an ordinance prohibiting the consumption of alcoholic beverages brought onto nonresidential business premises that do not have an alcoholic beverage license for on-site consumption, and separately approved fee increases for alcoholic-license applications.
Councilors amended the open-consumption ordinance to delay enforcement until Jan. 15, 2026, after discussion that the Alabama ABC board takes time to process special-event licenses and to avoid disrupting already-planned events. The amended ordinance was adopted with one abstention: Councilor Marsha Johnson recorded an abstention while the rest of the council voted in favor; the ordinance carries as amended.
Council also approved an amendment raising filing fees for alcoholic-license applications and special-event licenses. The fee increases were adopted unanimously in the meeting.
City officials said the effective date gives businesses time to secure appropriate state ABC approvals for planned events. Councilors discussed balancing public-safety and neighborhood concerns with allowing preexisting special events to proceed.
