Community University Council chair tells board he will "come with receipts," cites policy and First Amendment

Chris Miles, chairperson of the Community University Council, used the meeting’s public-comment period to say the district’s chief human resources officer had not met fiduciary responsibilities and to announce he would present documentation to support his claims.

"So while we haven't been able to do that, miss Leanne Wieshart asked me to come with receipts. I'm now letting you know I'm coming with receipts," Miles said during the public comment period.

Miles said a school board member had told him he could not use verbiage that identified positions and cited the district’s bylaws and policy PO 10122 as well as provisions of the Indiana Code. He also referenced the First Amendment when describing limits on how a governing body may regulate speech at meetings, saying the board must adopt fair policies about how meetings run without imposing unconstitutional restrictions.

His remarks included a series of allegations about the human resources office’s conduct and an assertion that community members were prepared to support follow-up work. He identified the policy citation as "PO 10122" and referenced Indiana Code sections in the 20‑26 series while urging the board to respect constitutional protections for speech. Miles identified himself at the microphone as the Community University Council chair.
