Highway department reports road openings, closures and flags PTO policy for review

The Boone County highway department reported several local roadway updates and asked the commissioners to sign a title sheet required for the 400 East/100 South project’s final tracings.
In the report, the department said County Area 400 East is closed north of 750 North for a rehabilitation project expected to be completed this construction season. Pine View Drive was reported open north of 90 Sixth Street following a small structure replacement. U.S. 421 was reported open north of 32 (a state road), and there was an unofficial local detour on 800 East and 100 North while the state route was closed. The department also reported a closure on County Road 450 north‑west of 1100 West near the Montgomery County line for replacement of small structure SC 020.
Highway staff noted that the title sheet for the 400 East/100 South projects needs execution as part of final tracings; staff asked whether a signature by the commissioners would suffice if no legal documents accompany the sheet. Commissioners subsequently moved to approve the item (see votes). The department also raised concerns that existing PTO restrictions in winter and limited staffing can hamper operations during the summer road program and asked that commissioners consider highway staffing and PTO impacts before altering policy.
No formal changes to PTO policy were adopted at the meeting; the topic remains under discussion for a future meeting.
