Boone County Council approves negotiable notes for road projects; multiple budget and policy items pass

The council approved Ordinance 2025-O3 authorizing issuance of three series of negotiable notes, each not to exceed $2,000,000, for road and bridge improvements. Bond counsel Dennis Sutton of Post McKinney Evans told the council the notes will have terms not to exceed 10 years and a maximum interest rate of 6 percent and that the county will levy taxes to pay the notes. The council waived the initial reading and approved the ordinance by voice vote; members said “aye” and the motion carried. A companion appropriation ordinance (2025-O4) was introduced for later public hearing and appropriation of proceeds.
Separately the council voted to approve an additional $33,000 for the area plan consultant line to fund interim consulting until an in‑house hire is complete. The request required a public hearing, which was opened and closed with no public comments, and the council approved the addition by voice vote.
Council members also ratified corrections to a previous highway reappropriation to fix line numbers and amounts. The reprogramming motion transferred $137,500 and $176,096 among fund lines (fund ending 7020 to 7054, and 0069 to 7054 as read into the record) to reflect correct line numbers; the motion was seconded and approved.
The council amended the county investment and depository policy to add First Farmers Bank & Trust and BMO Bank to the list of authorized institutions, at the treasurer’s request, and approved Ordinance 2025-O2 (Reporters Perpetuation Fund) as presented. All motions were carried by voice vote with no roll-call tallies announced.
The council chair reminded members that a public hearing on the appropriation ordinance 2025-O4 will be held at the next meeting on Wednesday, Nov. 12, at 8:30 a.m., because the usual Nov. 11 date falls on Veterans Day.
