The Clearwater City Council approved the donation of city-owned property at 1164 LaSalle Street to CIMHZ Management LLC on Oct. 15, with deed restrictions intended to preserve affordability.
Dylan May, acting housing manager, told the council the 0.13‑acre parcel was identified as surplus and suitable for affordable housing. The Pinellas County Property Appraiser assigned an adjusted market value of $67,806. The city published the required 30‑day public notice on June 14, 2025; the only response came from CIMHZ Management LLC. The developer proposed constructing a single‑family home aimed at households earning up to 120% of area median income and requested donation of the parcel as subsidy.
May said the Technical Review Committee evaluated and scored the proposal and recommended approval. To ensure long‑term affordability and timely construction, staff said the deed will carry restrictions: a recorded restrictive covenant requiring 15 years of affordability, vertical construction to begin within six months of closing, and the home to be sold or leased within 12 months of signing the deed.
The council moved and unanimously approved the donation and authorized staff to execute the necessary closing documents.
