The city retained MIG Incorporated in March 2024 to complete final plans and specifications for phase 1, which includes the teen center, plaza, skate park and improvements to the George Brettfield softball field.
Jennifer Zell of MIG summarized the iterative public outreach and design changes. The project team described a base bid that uses existing lighting and two alternates: retrofit of existing light poles and installation of new poles for more even illumination. The project also includes an allowance for environmental abatement and a stormwater treatment requirement; staff noted the stormwater work could be paid for with Measure W funds.
The staff cost estimate presented at the meeting placed the total project just under $5 million, including contingencies and alternates. The team said they expect to advertise for bids in November 2025, award and begin construction in 2026, and aim for project completion in June 2027.
City Attorney read the resolution title into the record, which cited Government Code section 830.6 and El Segundo Municipal Code section 1‑7(c)(11). Council member Baldino moved adoption; the motion passed 5–0.
Council members on the parks renovation subcommittee thanked staff and MIG for the detailed planning and noted the design refinements made in response to committee feedback. The adopted action allows staff to proceed with advertising the project for bidding and to return later with contract award recommendations.
