Auto Recycles Group LLC (applicant Dan O'Brien) asked the Ordinance Committee on Oct. 14 to renew its three‑year junk‑dealer license for a yard and pickup service in Lawrence. The applicant said the firm has operated in Lawrence since 2014 and buys scrap metal from residents and construction sites.
Fire Department and Inspectional Services staff told the committee they had conducted joint inspections (Sept. 16 and an additional inspection) and found several items to be corrected: high stockpiles, obstructed egress, permits required for certain operations, and general housekeeping (graffiti, fencing). Firefighter Rosa and Phil Stevenson of Inspectional Services said the business had pulled required permits, started corrective work and, in the inspectors' view, had made a ‘‘good faith effort’’ to comply. Inspectors said they can provide a written correction order and a written report for committee files.
Councilor Gregor Del Rosario said the committee should not approve a three‑year renewal without the written documentation in hand, citing a history of problems at another junk yard that were not apparent until after approval. Del Rosario moved to table the application until the Fire Department and Inspectional Services provide written reports; the committee voted unanimously to table. The committee advised staff to provide the written documents in advance of the next ordinance committee meeting so the council can consider the renewal in November.
