PBSO traffic initiative, Red Speed school-camera program credited with drops in infractions; Loxahatchee Groves council hears results

Representatives of the Palm Beach County Sheriff l (PBSO) told the Oct. 7 Council meeting that a recent traffic initiative focused on Loxahatchee Groves and Okeechobee Boulevard produced measurable drops in dangerous driving.
The PBSO presenter said deputies conducted 242 traffic stops during the 30-day initiative, issuing 41 verbal warnings, 94 written warnings and 44 citations; they also reported eight traffic crashes in the period. The presenter said traffic infractions decreased by about 53.3% and traffic crashes decreased by 50% after the operation. The presentation highlighted high-visibility enforcement combined with education and data-driven deployments as the strategy for reducing dangerous behaviors such as distracted driving, speeding and impaired driving.
Palm Beach County and town officials also briefed the council on the Red Speed school-zone photo-enforcement installation on Okeechobee Boulevard near Loxahatchee Groves Elementary. Mayor Anita Kane said the Red Speed radar-camera equipment is active when school is in session (06:45 a.m. 0to 02:35 p.m.) and that the camera records vehicles traveling 11 mph or more over the posted school-zone limit. Under the program described to the council, certified deputies verify the speed captured on camera; once verified the vendor issues a civil notice of violation mailed to the vehicle owner. Mayor Kane said the civil penalty is $100; the citation is a civil violation and does not assess points against a driver's license.
The local Red Speed program was described as operating under a 2023 Florida law authorizing school-zone photo enforcement and governing how revenues may be used. Mayor Kane said revenue from violations is regulated by state statute and is intended to offset the school crossing guard program and other public-safety initiatives. She told the council a 30-day warning period had just completed and that the camera would begin issuing civil notices the following day.
PBSO and town officials urged residents to report problem locations to deputies for targeted patrols; a meeting participant asked about additional patrols on D Road/Collecting Canal, and PBSO said deputies assigned to the town will be available for targeted enforcement based on resident input.
Council members thanked PBSO for the presentation and for the school-zone public-safety materials. The council did not take a vote on enforcement strategy; the presentations were informational and town staff said they will continue to coordinate with PBSO on targeted patrols and safety education.
