Clinton County commissioners approved the county's 2026 Community Crossings (CCMG) paving agreement, accepted a no-price-increase oil bid rollover and authorized several equipment purchases at the Oct. 21 meeting.
Rick Campbell, highway superintendent, asked commissioners to sign the CCMG agreement and described the planned 2026 paving work: "We're gonna pave the streets in Circleville and street south of the railroad tracks in Hillsburg, pave Krug Road, pave Freeman Street, and pave 600 West from State Road 26 to 700 North," he said. Commissioners moved to approve the CCMG agreement and the motion carried on the record.
Bids and equipment
- Oil bid rollover: The county accepted asphalt materials' oil bid rollover for a fourth consecutive year with no price increase; county staff said any price reductions would be passed through.
- Cabin chassis purchase and 4x4 upgrade: The board approved purchase of a cabin chassis (crew cab) for the sewer gang from Patrick Ford for $53,335 and directed staff to upgrade the order to a 4x4 F‑350; commissioners said the upgrade was appropriate given jobsite conditions and resale value concerns.
- Snowplow: Commissioners approved buying a one-year-old demo snowplow from Phoenix Lawn and Garden for $9,698 to fit a recently acquired pickup; funding will come from leftover truck-purchase funds.
- Tractors: Campbell described an option to lease three tractors; commissioners asked staff to provide a comparison of leasing three tractors over five years versus financing/purchasing (five-year finance) to evaluate total costs and end-of-term equity. Officials noted tractors cost about $263,000 new and that transmissions and maintenance on older units have become expensive.
Administrative note
Campbell also informed the board that the CCMG paperwork had been returned via DocuSign and asked that the minutes note receipt.
Votes and approvals
The board approved the CCMG agreement, the oil bid rollover, the chassis purchase with 4x4 upgrade and the snowplow purchase by recorded motions at the meeting (motions carried on the record; specific vote tallies are reported elsewhere in the minutes for similar motions).
