The Planning & Zoning Commission on Oct. 13 approved variance VA-25-014 to allow a driveway wider than the 25-foot maximum at a 29.65-acre site on Hill Road and recommended adoption of the site’s final development plan (FDP-25-006) to city council with conditions.
Variance and rationale
The variance request was prompted by the Fairfield County Engineer’s access-management rules, which require a single access point on that portion of Hill Road (an unposted island segment between posted 35 mph zones). To safely accommodate truck turning movements into a proposed 200,200-square-foot speculative industrial building and to provide a functional separation between employee and truck circulation, the applicant proposed an access width of approximately 36 feet at the right-of-way tapering to 30 feet inside the site. Staff noted similar variances have been granted for industrial users elsewhere in town and recommended approval. The commission approved VA-25-014 on a 4-0 roll call after opening and closing the public hearing.
Final development plan details and conditions
Staff reviewed FDP-25-006 in the context of earlier Green Gate preliminary approvals and the Violet Point overlay and recommended conditional approval to city council. Key plan elements and conditions include:
- Building and site: A 200,200-square-foot precast concrete industrial building set to the zoning setbacks (building placed at the 50-foot front setback and 25-foot rear setback). The building height is 40 feet with a 3-foot parapet to screen rooftop mechanicals. - Parking and loading: The site plan shows 2,001 parking spaces [editor’s note: transcript states “2,001” as the code formula reference and reported 2,001 required; staff then reported 2,001 spaces — staff presented a count of 2,001 in the record], and plan includes capacity punches for up to 42 loading positions along the north elevation. (Staff reviewed required loading counts versus proposed punch-outs.) - Landscaping and trees: The applicant proposed to plant 58 larger-caliper trees and a total of 179 trees across the site, and to preserve the wooded area on the parcel’s northern portion as required by the development text. Staff noted approximately 37 trees will be removed and replaced according to the Green Gate standards. - Utilities and stormwater: Proposed utility extensions include an 8-inch public water main extension, a private sanitary lift station with a force main connection, and three on-site detention basins (including a larger basin near the existing barn area that will outlet to the stream to the north). Staff described the basins as wet basins in the plan set. - Pedestrian and roadway improvements: The applicant proposed an 8-foot pedestrian path along the entire site frontage consistent with the CETA trail plan. Staff required a sidewalk connection from building entries to the public path to ensure ADA access.
Conditions recommended by staff and adopted by the commission for the council recommendation
1) Construct all Hill Road improvements required by the traffic study approved by the Fairfield County Engineer prior to building occupancy. Staff noted the county and ODOT are coordinating on lowering the unposted segment’s speed limit from the default 55 mph to a posted 35 mph to match adjacent sections; the posted speed will determine turn-lane lengths and final roadway improvements. 2) Add a sidewalk connecting the building entrances to the public 8-foot path along Hill Road for ADA access. 3) Limit parking-lot light poles to a maximum overall height of 30 feet (staff noted some plan poles shown would exceed 30 feet when combined with bases).
Votes and next steps
The variance VA-25-014 was approved on a 4-0 roll call; the subsequent motion to recommend FDP-25-006 to city council with the conditions above was moved by Mister Deeds and seconded by Mister Donahue and carried unanimously. Staff said the item will appear at city council’s public hearing the following Monday, with a potential third reading scheduled for Nov. 17. After council adoption, the applicant may proceed to civil plan review and permitting.
