Rosemount certifies $321,338 in delinquent utility charges to 2026 property taxes

Rosemount city staff told the council on Oct. 21 that 696 utility accounts were delinquent, representing $321,338 in unpaid charges, and the council adopted a resolution to certify those amounts to the county auditor to be added to 2026 property taxes.
City staff said property owners were mailed delinquency notices as of July 15 and given until Oct. 6 to pay. The staff presentation stated that at the time the notice was mailed there were 1,436 delinquent accounts; the list before the council the evening of Oct. 21 showed 696 accounts remaining delinquent.
Staff emphasized the city does not use collection agencies and does not shut off services unless a property is vacant. The certification process uses authority under state statute to add unpaid municipal service charges to real estate taxes via the county auditor.
A public hearing was opened and no members of the public came forward to speak. Council then voted 4-0 to adopt the resolution certifying delinquent municipal services for collection through the 2026 property tax process.
Staff noted customers may pay ahead and place a credit on their utility accounts; staff also said some customers pay only when they pay property taxes, which contributes to the city's cash-flow lag in collecting these charges.
