The council heard from the property owner, who identified herself as Vicky, and from Code Enforcement Officer Mike, who said staff opened a new case in September after earlier abatement work and subsequent accumulation. Mike described photographs in the packet that show grass, debris and items stored outside the house and said the city followed its notice procedures before the appeal.
