San Joaquin expands law enforcement initiatives, retail-theft program and reentry services

San Joaquin County officials said this year saw an expansion of law enforcement and reentry efforts that county leaders described as combining enforcement with rehabilitation.
"The new jailhouse investigative unit addresses narcotics, weapons, and gang activity to ensure that our interests remain safe and offer rehabilitation and a fresh start," said Paul Canepa, summarizing several public-safety initiatives. He also said the sheriff launched a new multi-focus task force targeting fugitives, human trafficking, narcotics, auto theft and cybercrime.
County officials highlighted the Start Retail Theft Initiative, a partnership with the Greater Stockton Chamber of Commerce and the District Attorney's Office that Canepa said is now a model used in other California counties. The address also cited the District Attorney's victim-witness program, which provided assistance to more than 20,000 residents, and the Family Justice Center's reported 3,600 beneficiaries.
The county described other investments in rehabilitation and reentry: probation's SJ Cares outreach work, specialized canine units, and a juvenile reentry program with wellness supports. The public defender's office has expanded support for clients in the care court model, the county said, noting an emphasis on treatment and reentry rather than incarceration alone.
