County engineer wins federal grant for hydraulic study; low bid accepted for thermoplastic epoxy road program

The Hamilton County Board of County Commissioners on Oct. 23 approved two engineer's office items: a consultant agreement for a hydraulic study on Westman Road and a bid award for the county’s 2025 thermoplastic/epoxy pavement-marking program.
The engineer’s office said a federal Flood Mitigation Assistance grant of $120,900 will cover most of the $161,200 consultant agreement with Wolpert for project 502406 (Westman Road hydraulic study); the remaining $40,300 will come from permissive auto tax funds. The engineering work is expected to be completed by March 2026.
The board also accepted the low bid for the 2025 thermoplastic/epoxy program. A&A Safety was the lowest bidder at $140,784, substantially below the engineer’s estimate of $216,000 (about 35% under estimate). Funding for the striping program comes entirely from the road & bridge fund.
Board action: Commissioners voted to approve both items.
Ending: The engineer’s office will proceed with the consultant agreement under the federal grant and move forward with contracting the striping work with the low bidder.
