Commissioners approve infrastructure change orders, set building-fee public hearings and accept subdivision plats

Commissioners approved several infrastructure and planning items presented by county staff, including change orders, final plats and scheduling of public hearings on proposed building-fee increases.
Highway Engineer Dan Becker presented five resolutions: authorization to advertise for bids for various aggregates for the 2026 construction season; authorization to advertise for hot-mix asphalt plant mixes; an agreement to sell materials to townships and villages; and approval of final plats for Cobblestone Park Subdivision phase 1 (a replat) and Cobblestone Park Subdivision phase 1 replat number 3. The board voted to approve resolutions 1 through 3 in a bundled motion by roll call (Commissioners Sweatick, Hambley and Harrison recorded as yes). Commissioners approved resolutions 4 and 5 in a subsequent motion; Commission Harrison recorded an abstention on that vote.
County Building Department staff presented three resolutions: a change order No. 3 related to the Hubbard Valley radio tower project for additional earthwork ($3,800); establishment of public hearings for the building department's proposed fee schedule increases (scheduled for Tuesday, Nov. 4 at 8:30 a.m. and Tuesday, Nov. 18 at 8:30 a.m. in the commissioners' hearing room); and authorization of employee health plan funding rate contributions for the 2026 health plan. The board approved all three building department resolutions by roll call.
The board also approved change orders for county water infrastructure presented by the sanitary engineer (recorded separately) and accepted donation and inventory transfers (see finance article).
Why it matters: The approvals move forward routine procurement and subdivision finalization, schedule public hearings that could change permit fees, and document small additional contract costs for ongoing infrastructure projects.
Votes: Resolutions approving highway materials and sales agreements (1'3) ' approved by roll call (all yes). Resolutions approving final plats (4'5) ' approved by roll call with Commissioner Harrison abstaining. Building department resolutions (change order, hearing schedule, health plan rates) ' approved by roll call (all yes).
