Richmond council approves street repairs, library bylaw changes, event permit and planning commission appointment

The Richmond City Council approved several routine and project items in a single meeting session, including awarding a street-repair contract, amending library board bylaws, approving a special-event permit and confirming a planning commission appointment.

Procedural motions: The council voted to excuse member Emily Allen from the meeting, approved the minutes of the Sept. 15 regular meeting, accepted the agenda as presented and approved the consent agenda; each motion passed by voice vote as recorded in the meeting transcript.

Asphalt repair contract: The council awarded the 2025 asphalt repair contract (2025 SR-2) to James P. Contracting for $11,500. Library board bylaws: Council approved amendments the library board adopted at its September meeting. The three principal changes are: moving the election of officers from July to September, allowing officers to succeed themselves (removing a prior prohibition on consecutive terms), and changing library director evaluations from twice a year to once a year. Library Director Julian Cameron told council the amendments “really clean up some stuff that we’ve been doing for many years now” and that the change to allow officers to succeed themselves will give boards greater flexibility.

Special event permit: Council approved a special-event request from Broadway Connection Debut for a St. Patrick’s Day 5K run/walk on Saturday, March 14, 2026, at Trailhead Park on the Macomb Orchard Trail. The permit allows organizers to use Trailhead Park and the Macomb Orchard Trail from 6:30 a.m. until 11 a.m. Jocelyn Manska is listed as the event coordinator; staff and council said the group has run the event in prior years without issue.

Planning commission appointment: The council confirmed Mayor’s appointment of Jennifer Holly to the Planning Commission for a three-year term expiring June 30, 2028. Staff said the appointment fills the vacancy left by the passing of Planning Commissioner Mike Kaminski and noted that, by law, one planning commission member must also serve on the Board of Zoning Appeals; Holly already serves on the BZA.
