The Bellevue City Council on Oct. 7 directed staff to return with a resolution adopting the city’s hazard mitigation plan and heard details of a companion disaster debris management plan that staff plan to operationalize before the next storm season.
The council voted to direct staff to return with a resolution for adoption of the hazard mitigation plan; the motion passed on a voice vote with no recorded opposition. The vote directs staff to secure state and federal approvals and bring the finalized plan forward for formal adoption on a future consent calendar.
Why it matters: The hazard mitigation plan inventories natural hazards, ranks likelihood and potential impacts, and lists mitigation actions intended to reduce future damage and recovery costs. Staff said the plan follows recent FEMA guidance, incorporates social-vulnerability assessment, and will be submitted to the Washington State Office of Emergency Management and then FEMA for final approval.

Disaster debris management plan - Scale and capacity: staff presented an estimate of about 3,500,000 cubic yards of debris in a large catastrophic scenario and said clearing that volume could take on the order of 180 days and require about 216 acres of temporary staging if outside contractors are engaged. - Temporary sites and requirements: staff described preferred temporary debris-management sites (tier 1) as at least 5 acres, relatively flat, with good ingress/egress; tier 2 sites may be smaller or require additional on-site work. - Regional participation and contracts: staff said neighboring jurisdictions Clyde Hill, Hunts Point, Newcastle, Medina and “Euro Point” joined Bellevue in planning and that the city will issue a request for proposals to secure debris-hauling contractors and site monitors. Staff said some jurisdictions did not join the plan (Redmond and Kirkland were invited but did not participate) and that a participation cost cited during discussions was about $30,000 for one jurisdiction that declined. - FEMA reimbursement: staff said that following FEMA guidance and pre-established site plans and contracts improves a jurisdiction’s chance to seek reimbursement after a large event.
Council discussion and next steps Council members asked about balancing preparations for higher-probability, lower-severity events (for example, recurring wind storms) against lower-probability, higher-consequence events (major earthquakes). Emergency management staff said the plan and its annual updates drive department budgeting and training decisions and that departments will bring specific funding proposals for mitigation actions when needed.
City staff requested council direction to return with a resolution adopting the hazard mitigation plan after state and FEMA approval; council approved that direction by voice vote. Staff also said they expect to issue an RFP for debris-hauling and site-monitoring contracts by the end of the year and will begin training and exercises once contracts are in place.
