Council introduces ordinance to adopt 2025 California building codes; vote to waive first reading passes 4–1

The Galt City Council on Oct. 7 introduced an ordinance to repeal and readopt Chapter 15.04 of the municipal code to adopt the 2025 editions of the California Building Standards (Title 24) with local amendments. The council voted 4–1 to waive a second reading and advance the ordinance.
Ross Lovato, Galt’s building official, told the council the 2025 code emphasizes energy efficiency, electrification, heat pumps, solar readiness and battery storage systems and includes a new Wildland‑Urban Interface chapter addressing fire resistance and occupant safety. Lovato also briefed the council on AB 130, a state law that streamlines approvals for projects that already meet clear objective standards and said approved tract developments under the 2022 code generally remain eligible under AB 130 without reprocessing if they make no major changes.
Why it matters: The 2025 updates will affect residential and commercial construction by raising requirements for energy efficiency, electrification and wildfire resilience. Lovato said local staff will provide outreach to builders and homeowners to ease the transition and the building department budget covers staff training and implementation costs.
Council action and vote: Council Member Pratt moved to waive further reading and introduce the ordinance adopting the 2025 building code; Vice Mayor Sandhu seconded. Roll call votes were Vice Mayor Sandhu — Aye; Council Member Pratten — Aye; Council Member Reid — No; Council Member Rodriguez — Aye; Mayor Farmer — Aye. The motion passed 4–1.
Implementation notes: The new code takes effect Jan. 1, 2026; Lovato said projects with earlier unchanged approvals under the 2022 code will not be forced to re‑submit under the 2025 standards, consistent with AB 130. The building department will provide plan‑review guidance and outreach to minimize delays.
