Layton council approves Davis County grant extensions for two West Hillfield road projects totaling about $4M

The Layton City Council approved amendments to two interlocal transportation reimbursement agreements with the Davis County Council of Governments (COG) as part of consent items on Oct. 2.
The first amendment extends the completion date for a previously awarded $880,000 grant for the 3200 West and West Hillfield Road widening project; the county had originally set a January 2025 deadline. City staff said the extension to June 30, 2027 was requested after design delays and ongoing property-owner negotiations, and the county granted the extension.
The second amendment extends the deadline for a separate $3,112,000 COG award to cover a segment that includes 2700 West and the adjacent section of West Hillfield Road. Staff said the two projects may be bid together so a single contractor can complete both segments, which could produce cost savings and streamlined construction. City staff told the council they expect to bid the combined work late in the year for spring construction, assuming remaining property acquisition items are resolved.
Both amendments were presented as part of the consent agenda and were adopted along with other consent items by voice vote. Staff said the extensions provide schedule flexibility but that the city still anticipates constructing much of the work in 2026, with the extended dates as contingency if needed.
