Council approves dozen zoning and consent items; range of routine permits, appointments pass unanimously

Oklahoma City Council approved a series of consent, concurrence and individual items during its meeting on Oct. 7, 2025, adopting multiple rezoning ordinances and routine resolutions by recorded voice vote without recorded opposition.
The council took up a large consent docket and a concurrence docket, clearing travel, payroll and sales tax reports and formalizing routine appointments. On the zoning calendar the council approved multiple rezoning requests and special permits, including: rezoning 2513 North MacArthur to R-2; amending PUD 241 to PUD 2080 at 10601 Northwest Tenth; rezoning 3900 South Henny Road to PUD 2085; and several SPUD/S P D and SPD rezonings (see list below). Most motions were made, seconded and recorded as passing unanimously.
The council also approved routine revocable permits to hold public events downtown and at city parks, including Brick or Treat in Bricktown (Oct. 26), Midtown Walkabout (Oct. 25), Carne Diem on Park Avenue (Oct. 24), Red Coyote half marathon (Nov. 9) and other seasonal races and community events.
Other consent actions included a notification that Councilwoman Jo Beth Hammond will serve as vice mayor for a six‑month term beginning Oct. 13; the appointment of James Hudson to the Oklahoma City Housing Authority; and modest budget and personnel-related items reported by the city manager.

Council members and staff emphasized that many zoning motions were technical or reflected negotiated changes with applicants and that traffic, neighborhood safety and pedestrian connections were recurring themes in a subset of the land‑use items. Several council members asked staff to follow up on localized traffic and safety concerns connected to particular rezoning cases.
