City routes Crisis24 agreement through Public Works Authority; PWA approves three-year service contract

City commissioners on Oct. 14 voted to cancel a prior city-level approval of an agreement with Crisis24 (recorded in minutes as Scribe 24/Crisis 24) so that the contract could be executed instead by the Perkins Public Works Authority (PWA). City staff said placing the contract under the PWA avoids the one-year appropriation limitation that generally applies to municipalities under Article X, Section 26 of the Oklahoma Constitution.
Staff explained the redirection to the PWA makes the contract an ongoing agreement not subject to annual appropriation restrictions that can make multi-year arrangements difficult for cities. The amended contract language also added a clause allowing the vendor to refund unearned portions of fees upon termination and to make adjustments to the statement of work by written amendment.
At the PWA meeting held later the same day, the PWA approved the agreement with Crisis24 (Scribe 24 Incorporated) to provide a critical communications "Code Red" core package at a cost not to exceed $1,978 annually for three years. Staff said the service addresses utility service interruptions and public-safety alerts and that emergency management, public works staff and selected officers would have access to send alerts.
The PWA-approved contract includes an option to change services or a statement-of-work amendment if either party requests modifications. Staff also said the vendor agreed to refund unearned fees upon termination and would be liable if it breached the agreement. The PWA recorded the motion and approved the agreement by roll call.
