Highland City Council unanimously adopted an updated baseball field use policy and fee schedule at its Sept. 2 meeting, changing several fees and clarifying booking rules for games and practices.
Staff presented a marked‑up fee schedule. Key changes include revised hourly rates for organized uses and a consolidated nonprofit/profit hourly structure (which raised some nonprofit fees compared with prior practice). Councilmembers and local users discussed affordability and fairness; staff said the new rates are competitive with nearby cities and that administrators would consider small adjustments to field‑preparation charges if needed.
Council and park staff clarified that game time slots will be treated as up to three hours (to allow an hour for warmups when fields are available), rather than the two‑hour blocks under prior practice. Council also added a standard procedural clause allowing the city recorder to make non‑substantive corrections to the adopted documents.
The council passed the resolution adopting the updated policy and fees 5–0. Staff said they will publish the new schedule, update online reservation systems and assist community groups in the transition. Several councilmembers asked staff to monitor usage and report any unintended consequences after a season of implementation.
