Planning staff previews several RV-as-residence conditional-use cases; two RV CUPs approved at hearing

At a Sept. 24 study session Planning staff previewed multiple conditional-use permit applications that would allow recreational vehicles (RVs) as permanent residences on rural parcels and requests for metal storage containers. Staff said four CUP cases were anticipated for the Oct. 29 public hearing, and presented vicinity maps, site plans and citizen‑participation summaries for each.
Jess McNeely and Sophie Cozza reviewed three cases in the AR-1 (agricultural residential) zone: CUP2545 (Sayers RV as residence, 3543 Greeley Drive, Valley), CUP2549 (Bogart RV and two metal storage containers, 3348 W Cumberland Road, Kaibab Estates West) and CUP2551 (Combs metal storage containers, 5225 N Cataract Drive, Red Lake). Staff reported low neighborhood meeting turnout for the Sayers and Bogart projects (0 attendees for their neighborhood meetings) and four attendees for the Combs meeting; no written opposition had been received as of the study session.
During the hearing the commission considered two separate RV-related CUPs as consent items. After a brief public comment period (one neighbor letter was read into the record opposing RV use in Juniperine Estates), the commission approved CUP25-027 and CUP25-040 in roll-call votes. Commissioners did not attach additional conditions beyond staff recommendations for those two items at the hearing.
On the Bogart and Combs cases staff and commissioners discussed screening and color for metal storage containers and asked staff to verify the currency of aerial photography, site visibility from roadways and to consider conditions for screening or color-matching if containers are visible from adjacent properties.
Staff said the Sayers, Bogart and Combs matters, and others previewed in the study session, are scheduled for public hearing on Oct. 29; neighbors will have an opportunity to comment at that time.
