Commission reappoints museum board member and fills multiple advisory vacancies

The Birmingham City Commission reappointed and filled several advisory board vacancies during its Oct. 6 meeting at City Hall.
The commission voted to reappoint Judith (Judy) Kiefer to the Birmingham Museum Board to serve the remainder of a three‑year term expiring July 5, 2027. Kiefer, who told commissioners she has served on the museum board for about 10 years, explained absences earlier in the year were related to a partner’s serious illness and said she has remained engaged with museum staff and projects. Commissioner Emery nominated Kiefer; the nomination was approved by voice vote.
The commission also appointed Patricia Hardy to the Advisory Parking Committee as a small‑retail representative for a term expiring Sept. 4, 2028. Hardy said she previously served on a planning commission in Bloomfield Hills, Michigan, ran for that city’s commission, and owns Harp’s Lingerie on Old Woodward. A commissioner nominated Hardy and the appointment was approved by voice vote.
For the Board of Zoning Appeals the commission reappointed Richard Lilly and appointed Ron Reddy to three‑year terms expiring Oct. 10, 2028. Lilly described five years of service and volunteer work with the Birmingham Shopping District; Reddy submitted a letter asking to continue his service, the packet showed.
The commission reappointed Michael Willoughby to both the Historic District Commission and the Design Review Board for terms expiring Sept. 25, 2028. Willoughby, identified in the packet as an architect who previously served 15 years, had applied for both positions. Ben Motel (spelled “Motel” in the application) applied for the Design Review Board but commissioners proceeded to reappoint Willoughby to the two seats.
All appointments were sworn in by staff present at the meeting.
