He added the office would review the final draft for legal compliance and return comments.
Staff said they had asked the prosecutor’s office to review a few sections and expected additional comments; they recommended keeping the item on the agenda until legal review and exact dollar bands were confirmed.
Commissioners discussed practical next steps: verifying the dollar thresholds in the draft match state competitive-bidding law, deciding whether to implement contract amendments to vendors, and ensuring vendors are notified of the new annual training requirement if it is adopted. No final policy vote was recorded during the meeting.
If adopted, staff said the policy changes would be enforced either by adding contract amendments to existing vendor agreements or by issuing vendor notices if the contract language already requires compliance with ODOT/FTA rules.
