Council approves small changes to work‑session rules after debate over scope and public comment

The measure, resolution 25‑041, removes one sentence in Rule 8(b)(1)(c) that the rules committee had highlighted as prescriptive and not followed in practice. Council members and the law director discussed that the sentence had been intended years ago to recreate standing committees’ subject foci after the city moved to a work‑session format, but it had not been observed consistently since 2020.
Law Director Thad Boggs and several council members said the sentence created an unnecessary constraint. Boggs said the original intent was to narrow work‑session focus in cases where discussions could stray into nonbusiness topics; the committee recommended removing the prescriptive timing language that referenced "first work session of the month" and "second work session." Councilmember Jordan Bennett and others said removing the sentence preserves flexibility while leaving language that work sessions "may include areas of focus including, but not limited to, finance, economic development, public services and public safety."
Council moved to adopt the resolution to place the redlined changes forward to the full council. The motion to move resolution 25‑041 to the council agenda passed on a roll call with all members present voting yes: Miss Amos (yes), Mister Bennett (yes), Mister Buskirk (yes), Mister McLaughlin (yes), Mister Moore (yes), Mister Shea (yes) and Miss Samek (yes).
During the discussion, members asked whether the rules committee should revisit remaining items that are on paper but not practiced and whether staff could work to make the draft agendas more predictable. The council directed staff and the rules committee to review outstanding items and to bring recommended language or implementation timelines back to council.
The change will be forwarded with the committee’s other proposed updates for placement on the full‑council agenda for formal adoption.
