CIP adds pipe replacements and treatment-plant work; Taylor plant generator among projects discussed

City staff told the joint City Council and Budget Commission work session that the draft capital improvement program adds multiple water, wastewater and stormwater pipe-replacement projects and includes several projects at the Taylor Water Treatment Plant, including a planned generator and a new solids-handling lagoon.
Water and treatment projects Presenters said the CIP includes six new water-line replacement projects in the five-year plan and four projects at the Taylor plant. Staff described the proposed Taylor projects as routine maintenance and lifecycle replacements including tube settler replacement work, clear-well work and a planned solids-handling (sludge) lagoon expansion to manage particulate matter removed during treatment.
Staff also noted the planned generator project at Taylor and said Rock Creek has an existing generator. Commissioners asked whether the Taylor generator would be sized to power the full plant and what demand-response or automation features it would include; staff said they would provide the engineering detail and referenced a forthcoming report.
Wastewater and stormwater Staff reported adding four new wastewater pipe projects and five new stormwater pipe replacements to the CIP. They also said the stormwater master plan is out of date and recommended updating that plan to capture modern permitting and fish-passage considerations before major new investments are programmed.
Budget and timing Presenters said some larger treatment-plant investments could be expensive and that the city was still working through timing and funding choices. Staff noted capital reserves are available but cautioned that major plant work could consume those reserves quickly; the wastewater master plan and a near-term resiliency assessment will inform priorities.
Ending Councilors and commissioners asked staff to return with specifics about generator sizing and system resilience options; staff said they would circulate more-detailed technical reports and incorporate those findings into future CIP updates.
