Subcommittee reviews $20 million-plus in university and hospital methods of finance

The ALC Review Subcommittee reviewed a package of method-of-finance requests from public universities and the University of Arkansas for Medical Sciences (UAMS) on the committee's calendar, and voted to accept them for review.

The requests, presented by Katie Walden of the Bureau of Legislative Research, included a series of reserve-funded projects and private-gift-funded renovations. Notable items summarized to the committee included: a $321,000 institutional-reserve method of finance (MOF) for ASU-Beebe to replace a Heber Springs boiler; two separate $3 million MOFs at Arkansas Tech University for facilities and educational/general improvements; a $5 million MOF at the University of Arkansas at Fort Smith for minor repairs including HVAC and roof work; multiple UAMS requests using university reserves and foundation funding for CT equipment installation and facility modifications; a $1.2 million private-gift-funded field house renovation at UA Monticello; and a $425,000 federal ARPA MOF for UA Pulaski Tech to create an energy simulation lab. Two supplemental MOFs were presented: ASU Jonesboro revising an MOF for deferred maintenance at the president’s home, and a new $7 million UAMS MOF using university reserves for deferred maintenance and minor projects.

Senator McGee moved and Representative Painter seconded to review the B1–B12 items and the two supplemental items; the motion passed on voice vote. Committee staff noted that the supplemental items were described on page 4 of the supplemental packet and that details were provided in the packet summaries.

The committee did not record further deliberations on the individual projects during the meeting. No additional formal actions (adoptions, rejections, or amendments) to any single MOF were reported on the record during this session.
