Nicole Grower, program administrator, told the commission the CAPER covers the period July 1, 2024, through June 30, 2025, and that as of a few weeks before the hearing the city had used about 77% of program-year funds, roughly $553,000, with remaining activities expected to be completed as projects catch up.
