Canby staff report progress on $500K county grant to support rural homelessness services; IGA to return Feb. 5

City staff provided an update on Jan. 22, 2025, about a planned intergovernmental agreement (IGA) between the City of Canby and Clackamas County to direct county funding toward rural community homelessness services.

Eileen (city administrator) and city staff told councilors the IGA will channel roughly $500,000 in county funds across approximately a 2.5–3 year period to organizations in Canby that provide meals, shelter coordination, employment services and other support to people experiencing homelessness. The funding aims to bolster services in smaller, rural jurisdictions — including Canby, Molalla, Estacada and Sandy — that do not receive the same regional resources as the urban core.

Staff said the IGA is nearly complete and will be on the Feb. 5 council agenda for formal approval. The city intends the funds to be distributed to local partners such as the Canby Center and other nonprofits that coordinate shelter, meals and case management; staff said the Canby Center, St. Patrick’s Food Bank and other partners already collaborate on food distribution and emergency motel placements.

Councilors asked for clarification on how the funds would be administered and how performance and reporting would be tracked. Staff said the IGA includes reporting and that contract details will clarify eligible activities and performance expectations. The city is positioning the IGA as a way to ensure rural communities receive a share of county‑level homelessness resources and to provide a consistent funding stream for local partner organizations.

Staff will return the final IGA to the council on Feb. 5 for formal authorization and contract execution.
