Commissioners approve county bills after judge agrees to cover over‑budget items from his pay

Wilson County Commissioners Court approved payment of the county bills on Sept. 22 after a multi‑hour discussion about several pending invoices that, if paid, would push Justice of the Peace Jared Shaw’s departmental budget slightly over its approved limit.

The county auditor reviewed options under Texas law for covering over‑budget expenditures, including contingency funding, delaying payments to the next fiscal year, disallowing claims, or treating expenditures as personal liability. The auditor and county attorney advised the court that routine post‑expenditure budget amendments are not legally sufficient to absolve personal liability.

Judge Shaw told the court he delegated purchase decisions to his chief clerk, acknowledged invoices had crossed into the prior fiscal year activity, and said he would accept personal responsibility rather than delay payment or harm vendor relationships. He specifically offered to have the county deduct the overage from his payroll if the court directed that approach.

A commissioner moved to approve the bills with the condition that Judge Shaw assume personal responsibility for the overages in his departmental budget; the motion was seconded. Court staff said they would confirm legal and payroll processes for a payroll deduction authorization and ensure documentation of the arrangement.

The court approved paying the Citibank credit card statement and other bills on the list, with staff to implement the payroll deduction or other mechanics to record Judge Shaw’s acceptance of personal liability for the specified over‑budget amounts.
